Why was Thunderball such a letdown after Goldfinger?

Goldfinger is one of the truly great Bond flicks. This is my opinion and the opinion of most reviewers. However Thunderball is one of the worst. It is actually two movies spliced together. Evidently there was a dispute over rights to the story so 2 movies were made. and the guy who lost the suit had to buy out the guy who won the suit. Unfortunately the guy who lost the suit had the better movie.
