Yes, he did, and I really don't understand why. Adolf Hitler killed about 14 million people, and people don't name their children Adolf. Joseph Stalin killed 60 million of his own people, yet people have no issues when it comes to naming a child Joseph. People are strange.

Many names strongly associated with negative connotations lose popularity I think the parents just don't want that stigma to be attached to their children.

Hitler did kill himself, so literally yes. The name Adolf used to be somewhat common in German speaking nations, but since the 40's, has become exceptionally rare, although, well, this sounds weird to people from outside of Germany, but - Germany only allows parents to choose a name from a list. There's no such thing as making up your own name for a child born in Germany. Adolf is still on the list of legal names. Only about a dozen Adolf's have been born in Germany in the past ten years.
