Its good to keep eye contact regardless of who you're talking to, although my eyes would often wonder away. And just 'cos I look away doesn't mean I'm not interested in the conversation or I'm not listening, I am. I just don't keep contact thru-out my whole conversation, hence the wondering eye. But I would always make eye contact again for short periods and look away again. Eye contact then look away ....

Some eye contact is good but don't stare into her eyes. Just look naturally at her, don't avert her gaze and don't look at the ground or her breasts too much either.

I keep eye contact nearly at all times while speaking to a person attentively. To me it says "I am not intimidated, I am perfectly comfortable, I respect you and I care for what you are saying." I've noticed a lot of people have great difficult to keep eye contact with you while their uncomfortable, and unconfident.

As long as it DOESN'T appear that you're "staring" at her! But showing "genuine interest" with friendly, matter-of-fact "eye contact" is the BEST way to communicate!

So long as you do it right, yes. Just dont stare like some sort of freak. Every 15secs or so just drop your eyes slightly. Psychologically this dispells unpleasant tension & makes you seem much less aggresive, which appeals to most women.
