    (test this on a part of your car where the paint won't show before trying it) Muric Acid will do the trick and should not harm the paint.

      I'm not an expert with muric acid but have a hard time believing it would do a lot of damage to car paint?

    Drops of concrete do not normally stick to car paint and they should come off easily. Carefully washing your car should remove them but be very gentle not to scratch the paint from the sand in the concrete.
