How to restart usb device without unplugging the cable?

I have an old windows 7 machine at my house with a usb camera on it so i can look inside my house when im not home when it gives trouble after power failure unpluging it and pluging it back in fixes it. How do i do that if Im not home the power was off for a while. I have access to run commands.on said computor.
