No. Data is a collection of information. The information contained in the data is not necessarily true for it to be data. If I stood outside of a busy storefront and asked people what their favourite brand of peanut butter is, I'm collecting data. If there is a sign nearby that leads people to believe that they might get a free jar of peanut butter, whether I'm aware of the sign or not, the data I am collecting is likely to have factual problems. Even in subtler scenarios, data always has some estimated amount of bias. A good sampling or experimental procedure should do its best to minimize bias, but regardless of how bias is handled, the data is still data.
