To cheer someone up? Depends on the person. Some people like compliments, but others don't. Some people like a corny joke, others don't. Some people like to be distracted, others don't. Some people are easy to cheer up, others just want to be left alone to wallow in their own darkness.

That would depend on why they are sad. Happiness depends on happenings, but true Joy comes from obeying God.
