If you look carefully, you might see the shadows cast by his eyebrows onto his hat. I don't believe his eyebrows are connected to anything.

I just noticed that different depictions of him show him wearing uniform cuff markings for either Ensign or Lieutenant, Junior Grade. I suspect he is not a real captain.
