You can if they get along. Birds have a lot of personality and while one parakeet my be happy with finches another may hate it. You will have to see if your particular bird likes finches or not. The finches shouldn't care either way.

If the cage is good sized you might be able to make a mixed aviary of finches and parakeets. But stick to larger active finches like Zebra finches. You will have to watch them however because with tht bigger sharper beak, it is possible for a parakeet to snap the neck of a finch easily.
