I think it's that a geosynchronous satellite moves with the rotation of the earth and stays in the same location RELATIVE to the earth. If a geosynchronous satellite is over Quito, Ecuador, it's ALWAYS over Quito, Ecuador. Non-geosynchronous satellites might orbit the earth at a different rate than the earth rotates. So they're not always over the same point on earth.
