Historically it always has been. I can remember in my own lifetime the pound being worth as little as $1.50 and as much as $2.50. The current rate of $1.98 is the highest for years, and I think reflects the size of the U.S. balance of payments deficit.

I think it can be traced to the House of Rothchilds - they control a majority of the currency by loaning money to governments - they are english - and this is how they keep the pound stronger than any other currency.

Is it because we weigh everything in ounces in the US?
