Call the local animal shelter. They will be out immediately. Not good to confront anyone on anything on your own. This is advice I got from police.

I confront them and warn them straight up if they hurt the dog again they are in for a heap of trouble ( and not from the cops ), I offer to take the dog of their hands if they won't comply as I know I can find a good home for the dog.. 2 things you DON'T do in front of me .. hurt kids, women or animals not if you want a world of hurt returned in spades

Id call animal welfare i wouldnt want to confront them cause i dont want to give them a clue i might of called the police and shelter cause then they might try to hide the dog or kill it and go throw it somewhere . and id keep a close watch till they got there .

I would call the humane society or ASPCA. I will not confront because they could kill the pet. If I could I would video tape it also so if they try to say it didn't happen, I have proof.

I took the dog to our farm and told them that if they got a problem with it we can sort it out at the police station

This has actually happened to us. We moved into a new neighborhood and discovered the guy behind us was starving his dog and she was chained so she couldn't even hunt for food. We confronted him and he said he couldn't afford to feed a dog. We told him to stay away from her and we took over feeding and caring for her until we found her a new home.

That's why we have cameras on our cellphones. Do it. Then take it to the cops.😉
