Can the law legally pull over a 'muscle' car stating that it is in violation of local and state obscenity laws if the driver knowingly purchases the 'muscle' car for the express purpose of cruising in public?

No but they'll come up with some horse crap about it violating the noise variance. And you'll say no sir officer this is a stock exhaust system, But you still get a ticket. Cops can kiss my butt.

WHAT???? Where else are you gonna cruise? For that matter, what is cruising? Driving slow in public. Now, if you're blaring that obnoxious, filthy rap "music" from your musclecar while you cruise... Or you've got a nude supermodel surfing on the roof... Maybe. Are you sure you're not leaving something out?

Being a "muscle" car has nothing to do with law enforcement and driving on the public streets. the only exception would be a traffic violation. Most of these cars have been restored and have loud mufflers. big engines make a lot of noise. the factory installed mufflers were sufficient to deter the noise. installing truck mufflers or something similar, is not going to contain the vehicles noise level. How did you connect a muscle car with obscenity laws?

Dumb question here, but can anyone else other than 'the law' legally pull anybody off the road?

Actually, in some states, yes. They have things like bull testicles (plastic) that hang from the trailer hitch. Those violate obscenity laws in some states. Some paint jobs could, as well.
