By lying. When you apply for a license in another state they usually ask you if your diving privelages have been revoked or otherwise compromised in another state (I'm thinking specifically of your southern neighbor, New Jersey, but I think ALL states ask that). If you say "yes" to that question you probably will be turned away. If you answer "no," well, sounds like you'd be lying, but that's on you. Just bear in mind that many states readily share driver info with eachother, so it is likely that even if you lie, they'll find out. And then you'll REALLY be in trouble with the DMV.
