Does salt water foam in the open sea away from land?

Salt water is made from the amount of tiny sea creatures, like plankton. I imagine they are farther out in the ocean because some whales live on them. The small creatures, so microscopic are what make the water salty.

The foam is made from air getting in the water and things being churned up, right? I mean... I'm pretty sure the sea/ocean is always moving, whitecaps are like the waves w/ foam on top. If that's what you are asking?
