Perchloric acid is a strong acid so it dissociates completely in water. It is also monoprotic meaning it generates 1 mole of hydronium ions for every mole of acid. If 5 mL of 0.25 mol/L is diluted by a factor of 10 then the hydronium ion concentration is 0.025 mol/L thus the hydronium ion conc is 2.5 X 10 ^-2 so pH is 2 - log/10 2.5 i.e. is about 1.6 ( don't have a calculator)
