The license depends on the state you live in (each state and sometimes city) has own rules. If you are going to be in someone's house or if you rent a hall for your clients - then insurance is a must.

Every business needs a license to do business and it is always smart to get some degree of liability insurance. If your business gets sued for whatever reason, you are covered.

BY LAW yes... most people start and then get the proper paperwork when they find that the bank will not open an account in the business name until they get everything done... Well not the insurance that is you decission.
