New Brunswick is officially bilingual under section 16 of the Canadian Charter of Rights and Freedoms. Every province and territory offers most services including education in both official languages. BTW - The least support for bilingualism is in Western Canada.

Quebec comes to mind, but, as pointed out, New Brunswick is also officially bilingual, inhabited by the maritime French as opposed to the Quebecois.
