I think you need to be considerate of your current partner's feelings. I'm not sure how owning dogs with your ex is going to work out for long, especially if they still wants you and the feeling isn't mutual. Unless you are staying tied to your ex because you want them too, then I would break it off with the new partner.

If you care about your new partner, and want to make an honest effort for the relationship to last, you need to tell the x to beat it. You need to decide who gets the dogs, and who gets to go choose a new puppy, and live happily ever after!
