I believe so. In any cases many times during the series, there are much evidence to the tension given when the two are around. Like how Kai would always mentioned that he would protect Saya at all cost as a 'sister' when in fact his heart is probably wavering and tilting towards the lover's side. Another thing to keep in mind that they are not blood related in any way. Hence, this could be another factor that supports the 'illicit lovers' claim. In any case, I am still convinced that Haji is the only man that is probably worthy of Saya. One thing is probably his loyalty and his conviction of waiting patiently through Saya's hibernation through centuries.

No, he loves her as a brother should. Family is a huge aspect in Asian culture. Kai has always been the one to protect Saya because that is essentially what the relationship between siblings are: Kai is known as the older sibling in his adopted family, so it is his responsibility to protect his younger siblings. "Do you know why the big brother is born first? It's to protect the little brothers and sisters that come after him." (- Ichigo, Bleach) When Saya became a warrior it overshadowed the role of Kai as a protector - he lost his identity and his purpose and so you see him trying so desperately to reestablish that role again and again. Eventually he realizes that there isn't much that he can do to protect Saya physically because she is just so much more powerful than he is, so he tries to be there for her emotionally...
