No. DVDs are not the same as CDs. They are different technologies. You can burn a Video CD with a 700MB CD-Rw, but not a DVD. Similar concepts, but different products. A single layer DVD holds about 4.7GB of data. 700MB is less than 1 GB. So, the data on the Video CD would be compressed far more than on the DVD, resulting in lesser audio and video quality.

The short answer is no. The longer answer is that most DVD players also support a format called VCD, which is video on a CD, but at much lower image quality than a normal DVD.
