There are electro-magnets on the neck of the picture tube that bend the electron beam that creates the picture on your television. There are control circuits that cause the beam to bend correctly to reach the whole height and width of the screen. When these quit working then the beam only scans across the middle of the picture tube. I would guess the control circuitry that controls these electro-magnets has ceased working. A qualified service tech should be able to find and replace the bad component and the tv will work fine again. This is not something the average person is qualified to fix.

I had that happen once years ago and the repair shop asked if it happened suddenly or did the picture get smaller and smaller and smaller. They said if it happened suddenly, it's worth trying to fix. If it was gradual probably best to buy a new TV. This is for an old-type tube TV, not the new digial ones.
