***As far as we know*** the Tang Empire (which historians normally describe as "Chinese") invented it in the 10th century. *** The oldest-known Muslim record dates to the 13th century. It seems extremely likely that they got the idea from China (whether directly or indirectly). It is quite possible (and a very persuasive hypothesis) that the information was brought to Islamic nations as a result of the conquests of the Mongol Empire. Not coincidentally, the oldest-known mention of gunpowder in Europe dates to the very same period - in fact, possibly the same decade. Again: the hypothesis that the information was brought to Europe by the Mongols is quite persuasive.
