i think that the 3 superpowers - usa, russia, and china are good candidates. in addition to super political oppression, i think that much organized religious groups across the globe have oppressed women, gays, and members of religious sects not there own causing much oppression. it's been said that anybody can make a bad man do evil things, but, to get good men to do evil things, it takes religion...

Religious iconography. Religion has been used for oppression throughout recorded history. If the version of [whichever] religion is not being used for oppression, it will be tweaked/ rewritten/ reinterpreted until it can be. Note that I am not saying that all religions, themselves, are oppressive by nature (some are though, e.g. Christian Identity). I am saying that how most are used is oppressive.
