They aren't kissing as we understand kissing to be. Parakeets are very social and this is their way of acceptance.

Parakeets are playful creatures who bond and accept one another with facial contact and feeding one another. This is their natural means of response. Sometimes, we think they are kissing, when in essence, they are communicating or feeding one another. Parakeets, and other hookbills, will regurgitate their food and share it with their mate or a buddy. Sounds disgusting, I know. Many hookbills who are kept by themselves will try to feed their human, thus vomiting on him. If your bird does this to you, it's his way of bonding with you and saying "I love you." :)
