Potentially, yes. Most modern DC appliances are fairly tolerant of relatively modest deviations in current and voltage supply, but eventually will encounter problems with heat dissipation or undervoltage. 18V at 700mA should only be 'pushed around' between 17-19V and 600-800 mA. Higher current or voltage will cause overheating and degradation of components, and lower voltage and current will seriously degrade the performance of the device or not even power it at all.
