Is it normal for a brother and sister to change all their clothes in front of each other?

Depends how old they are, and how discreet they are at hiding their bits from each other (using a towel etc) . If adult I'd say No, I have a younger adult brother, still in his forties. I wouldn't want to see his bits and I'm pretty sure he wouldn't want to see mine, I certainly wouldn't be comfortable with it. Only situation where this was appropriate is if the other one has been in an accident or has declining mental problems "dementia" there is no one else in the family to practically take care of them, (like a mother), and you are left taking care of them, even then it is usually the female taking care of the male relative.

If they are raised to know nudity is not a sin and not shameful, then changing in the same area should not be a problem. Society has made it shameful. Yahweh made us to be naked at all times.
