Do you notice clunkers, or junkers on the roads you drive on?
Do you have inspections where you live which prevent clunkers from being re-registered if they fail. So you rarely see a clunker if the police see it they will get it off the road or if it runs drive it?

In my area, we only have smog inspections every other year. If the motor passes the emissions tests, we can keep driving it if we want to. If not, then it has to go to the shop for repairs. If it can't pass smog at all, it may get sold for parts. Sometimes there are old beaters on the road that makes me wonder how they EVER passed the smog test! 7/21/24
