So, "fun" story, Hitler is the common answer, but Hitler actually never congratulated any of the athletes other than Germans who won and maybe a couple of Finns. Less widely circulated in the media, though, is the fact that FDR, who was US president at the time, refused to congratulate any of the African-American medalists (there were over a dozen, yet he *did* congratulate most of the white ones.).
