There are various reasons... 1. The film director/producer and the cast have to be really stupid to let that erroneous line get through the movie. 2. Erica is playing a psychological game with the lieutenant colonel. 3. It is to show the ignorance of young people. 2 and 3 sound more like it.

Jenny's Gone On Vacation Perhaps, but Stephen F. Austin is the Father of Texas. And besides, Erica didn't seem to be joking around when she asked the question. She looked very serious.

When I read it, it had seemed as if the USA had been in some enormous war where it was attacked & Texas capital had changed from it. I thought it did, I don't quite recall, I read it so long ago.
