I've read about this. The description in the news article is - well - ridiculous in many ways, both from a scientific and from a practical point of view. I think this was probably originally a hoax. It's possible some scientist from China actually proposed it (I doubt it), and I doubt even more that any Chinese government official ever considered implementing it.
