Why does certain breeds of small dogs can try nipping your ankles such as the Chihuahua?

We had an all White dog named Tinker and he was Chihuahua and was a sweet dog he got killed by a vehicle and then we found a home for another Chihuahua we got his name was Quincy but he was a one-person dog?

It's simply because they are too short to bite a person's crotch.

They can't reach any other part :D I had a Chihuahua cross Yorkie, he wasn't aggressive, but he was aloof with strangers, he preferred his own pack. But when he was young he took a liking for my Grandfathers arm, he had a good Mexican hip thrust, it was hilarious, my poor granddad.

Some short legged herding dogs, ie Both Corgis, Lanchashire Heeler nip at the ankles because that's where they nip at cows, sheep to herd them. They think of humans as animals to herd.
