It is wrong to refer to the 13-year-old as "mister" because a 13-year-old is not an adult. The writer should replace "mister" by using Westerman.

Well...since there's no period, we can say for certain that "Mr" itself is being used incorrectly. * * In the U.S. there is nothing wrong or improper about addressing a minor as "Mr." or "Mrs." or "Miss". It is not REQUIRED by custom, but it is certainly PERMITTED and is not strange. Generally, in any formal situation even a youngster will be addressed as "Mr." or "Miss". The more formal the situation, the more likely such address will be used.
