It does, sometimes people live below sea level and it will go over land and ruin their living areas. - things are in balance it is really amazing to think about.

The constant evaporation of water due to the water cycle repeating incessantly causes the amount of water in the ocean to fluxuate, but not reach the point of overflowing. Therefore, the ocean does not overflow.

It did once, after it rain on the earth for forty days & forty nights. Just check out Genesis Ch:7 V-4 & read on. You will find in V-19 were the waters prevailed exceedingly upon the earth; and all the hills..... Keep reading & you may find were the waters prevailed upon the earth for 150 days. It occasionally does. The Mediterranean did about (don't quote me on the times!) 25, 000 years ago. As did the black sea about (again dates I am not sure of) 10,000 years ago. Depends on sea levels which is dependent on position of continents and global temperatures etc.

It can't. There is a finite and constant amount of water on the planet.

water that comes down is only at the rate it goes up in evaporation. it's a cycle.
