Mississippi and Alabama have a lot of rural property real cheap. Of course there isn't any work near those places but finding a house isn't hard.

Not sure about states, but here's a list of average property prices in some metropolitan areas across the US last year: http://www.usatoday.com/money/economy/housing/2006-06-13-overchart.htm Texas seems pretty cheap.

The USA today chart only shows property valuations, if they are over or under valued. To find the cheapest real estate it won't be a statewide issue, more of a town, section or individual property case by case basis. Cheap houses can be found everywhere, usually the cheapest homes you wont want to live in or can't live in. The cheapest homes are usually in slummy crime ridden areas and I can prove it. In Beverly Hills if a house burns to the ground, will that land still be valuable? Hmmm.... That land may be worth more than the entire house or a block of them in other areas!

In Uttar Pradesh you can buy cheap residential plots in rural areas such as Gorakhpur,Malihabad,Basti etc. Lucknow will also be the better option.
