Vector graphics are basically images defined by equations. Rather than mapping out each pixel, it gives a formula for how to draw it. Thus, vectors can be scaled to any size without losing quality. Vectors mainly apply to illustrations, logo, digital art, and many graphic design projects. They do not work in photographs because cameras create images pixel by pixel and there is no way an equation could correctly interpolate details missing in between pixels if the image were to be enlarged.

Exactly. Vector art is math describing shapes. Pixel art is wee dots approximating an image like a pointellist painting.
