You know that vectors have both magnitude and direction. The magnitudes are given, but the directions are not. Imagine these two vectors like the hands on a clock. Imagine keeping the direction of the 5 m/s vector fixed (say at three o'clock) while rotating the 8 m/s vector like the minute hand of the clock. The maximum occurs when both hands are pointing the same direction (3:15) and the minimum occurs when the hands are pointing in opposite directions (3:45). At all other angles between the vectors, you would have to add components of the vectors, and the resultants would fall between the maximum and minimum. Keep in mind that the direction of a vector is indicated by the sign.
