You can. It's not going to have the same timbre as an upright bass, but you can certainly play it that way.

Go to the store with the cellos and ask to try one out. Pluck it and see what you think.

It won't sound like crap. Orchestras use plucked strings very often. A solo 'ncello being plucked might sound a little thin and weak, but if you amplify it, I don't see a problem. It's not big enough to really play like a double bass, though, and to awkward to play like a guitar. But that's not to say you can't do your own new thing with it. New things can be exciting!
