Both, depending on when you are referring. A POA is only good when the person is alive. Thus, once the person, the POA provides no power. An executer has no power while the granter is alive, but more power once the granter dies. Notwithstanding the above, the POA does give more power. An executer's job is to implement the wishes of the testator, and usually has little discretion. A POA allows a person to make certain decisions on behalf of the granter (even though he was not specifically directed in what to do).
