A 16 gallon tank should hold 16" of fish. But with the tank not being completely full and allowing for the gravel etc. I would only put about 12" worth of fish in it. Allow for the growth of young fish. You are recommended to change half the water once a month, and clean the gravel with a vacuum made for tanks once a week. A complete "empty the tank" change of water and wash gravel etc. once a year should be fine. Most pet stores will "check" your water sample for free whenever you have a problem. and remember to always have a new tank set up for 2 weeks before putting fish in it to gain all the necessary balance of algee and bacteria needed for their environment.
