Can I train a Beta fish to do tricks?

It may be possible. But improbable. A beta fish's short-term memory is about 3 seconds long. It's long term is about 1 week. Therefore an entire trick would need to be taught, practiced, and performed in less than a week. And then the fish would lose it. This also accounts for the very low movement a Beta fish does.
