The United States isn't monolithic, so, in theory, this should be impossible to answer. Yet... somehow it's easy to answer - Canada. But since you filed this under the "European Countries" category, I guess Canada doesn't count. Since the USA is a cultural melting pot, again, this is difficult to gauge. But, oddly, I'd go with Switzerland.
