It is clear that all humans are not equal by measure of physical, mental or other characteristic, ability or talent. We are all different. A Biblical perspective on the question: 1 Samuel 16:7 reads in part "The LORD does not look at the things man looks at. Man looks at the outward appearance, but the LORD looks at the heart." I am convinced that the "heart" (spirit? soul?) of a person is of inestimable worth before God and that skin color, height, weight, talent, wealth, etc. are all inconsequential by comparison. I am likewise convinced that God wants us to value each other. Philippians 2:3 instructs: "Do nothing out of selfish ambition or vain conceit, but in humility consider others better than yourselves." I think this is the essence of Christian humility. Colossians 3 teaches "Here there is no Greek or Jew, circumcised or uncircumcised, barbarian, Scythian, slave or free." This with the passages above may be the heart of the "all men are created equal" doctrine.

The differences in skin colors are simply genetic variations that have developed over time as people groups have become isolated from one another, largely as a result of the confusion of languages at the Tower of Babel. That was a result of judgement on sin. So we should say that it is sin has caused us to have different skin colors. It is also sin that causes discrimination on the basis if skin color. Your question asks me to assume that a Deity created humans, and also created color variation in human skin color. This I will do, but I would like to make note that neither of these assumptions has been proven. Firstly, variation does not mean a difference in social, economic, political, and spiritual equality. Secondly, the variation is probably for the same reason as variation in eye color, hair color, height, etc. I have no idea why people find variation in skin color to be more significant than variations in color of other human features.

In Exodus, God realized that everyone was understanding everything because there was only one language, so this could mean that bad things can also happen. Therefore God created different languages so everyone can be different. This may be that everyone must realize man is created equal not by different skin colors or other races.

Why would different skin colors not be equal? That's just like saying that only almond shaped eyes are perfect and all others are not equal. How is anyone not equal because thier skin is a different color? Whatever creation force made us did make us equal. They also gave us free will. People decided that such and such a skin color should not be treated the same as another... and it is wrong. People did that, not "G-D". Whatever creationary force also gave us different eye colors, different hair types and colors, different heights, different sizes of different parts, different likes and dislikes, different weights, different levels of intelligence...
