As long as you have a 3-prong plug on the machine, and nobody has messed up the ground circuit or ground prong on the plug, you're pretty safe. But a washing machine is often full of water, and sometimes the pump gets clogged and it overflows onto the floor. It's always good to have a backup path to ground for the power that might come in contact with all that water.

One end of the cord has 3 prongs, one prong is the ground. The other end of the cord has 3 wires, 2 should connect to the motor, and 1 ( the ground) is fastened to the body of the washing machine, some where metal. Yes it's a really really good idea to have a ground.
